You can try to find a dremmel cordless sander tool, that'll let you ';sand down'; the nails without clippers. I have 2 Chihuahuas and their nails are long what is the best way to cut them with out hurting?
if you are really nervous about cutting them you really should just take them to the groomer once a month they have harness to hold them

if u really don't, then you just gotta suck it up and hold them down on their sides when your arm laying across their neck. in this position they know you are dominant and will stop resisting. get a pair of small clippers for small dogs and some quick stop just incase you do cut the quik. if the dogs nails are white the pink area is the quik and you cut off nail right above it. if the dogs nails are black cut a little bit off at a time until you don't see white in the center anymore and there is a black spot in the middle that looks shiny- this means you are very near the quik.

if you do happen to cut the quik, immediately apply the quick stop to the nail and hold it for 10 seconds. this will stop the bleeding and numb the nerve,

i do not recommend grinders for dogs that are squeamish to nail trimmings because they can be quite nosey and scare the dogs even more.
It is much easier on light colored nails. You may be able to see the blood vessel that is at the center of the nail, you will want to cut it just a bit longer that that. If the nails are dark, look on the underside of the nails. You will notice a groove where the excess starts. Cut just after the groove begins.
I have two Chihuahua mixes and I don't clip their nails any more. They had them cut too short by the vet and the groomer and won't let me near them with clippers. I was filing them with a dog nail file until I got the Peticure. It is an electric nail filer with a proteceive guard it works great and they don't seem to mind it much.

I got the ';peticure petite.'; It's for smaller dogs or cats. It is kind of like a sander with a guard on it so it can only get to the edge of your pet's nails and takes off paper thin layers. It helps make sure that you don't cut their nails too short or anything.
I would bring her to the vet, and have them clip them, and show you how to do it, ask if you can try, and the doctor can correct you if you are doing it wrong. I think that's the best way to learn.
Wrap the chi in a towel and have someone hold it and if you know how to cut the nails without making the bleed then cut them if not take your dog to a groomer to have them cut they have muzzles for biters.
Buy a Peticure, it files the dogs nails in small layers at a time. There is also a guard that protects the quik, the painful, blood filled tissue inside the nail.

I would suggest that you get that peticure dog nail-filer. They work great on my dogs and they aren't afraid to let me file their nails like they were when i tried to clip their nails.
You can get one of those electric nail filers. That way you don't have to trim them with a clipper and risk cutting too far. That's how I would go. Hope that helps!

Buy special nail clippers for dogs (you can get them at a pet shop or PETCO, PETSMART, etc.)
I would file them, I get really scared and nervous to clip them.
